GARBAGE, RECYCLING, AND BRUSH AND BULK SERVICE
CHANGES BEGINNING JANUARY 2026

Republic Services is the contract provider for the City of Rockwall for garbage, recycling and bulk services. Republic Services collects Monday-Friday, depending on your location in the city. Poly carts should be placed at the curb no earlier than 6PM the night before the scheduled collection day.

 

Changes to bulk/ brush collection will begin on January 1, 2026.

 

Beginning January 12, 2026 changes to garbage and recycling are listed below. Garbage and recycling will only be collected ONE time per week. Poly carts are required at all residences. Carts will automatically be delivered to your home and billed on your water bill.

Frequently Asked Questions

 

To ensure service:

  • All garbage must be in bags, inside the garbage cart so the lid can fully close.
  • Do not place garbage bags outside, beside, or on top of the cart. These items will not be picked up.
  • If you have an alley, please place your carts in the alley for pickup.
  • If you don’t have an alley, please place your carts adjacent to your driveway in the front
  • Leave 3’ of space between your cart and other objects (other carts, cars, mailboxes, light poles, and any other stationary objects) to allow the automated arm to retrieve the carts
  • Large items over 50 pounds or 48" in length that do not fit in the poly cart are considered bulk garbage. See bulk info below
  • Break down boxes before placing in recycling cart
  • Do not place Household Hazardous Waste (auto fluids, batteries, chemicals, etc.) in garbage or recycle carts. Residents can schedule a free at home pickup through HHW Solutions. More Household Hazardous Waste information here

What goes in the recycling cart:

  • Paper & Cardboard
    • Flattened cardboard, newspapers, magazines, office paper and common mail.
  • Metal Cans
    • Clean Beverage and food cans.
  • Plastic Bottles & Jugs
    • Empty food and liquid containers with lids on
  • Once cardboard or paper comes into contact with food or liquid, it can no longer be recycled.
  • Do not put items in containers or bags, leave loose in the cart. No need to sort, all items can be placed together in the same recycling cart.
  • When two or more materials are connected, like paper envelopes with plastic bubble wrap inside, the items can’t be recycled.
  • What not to put in the recycling cart:
    • Plastic bags, wrappers, Styrofoam, electronics, batteries, yard waste, diapers, construction waste, medical waste, soiled paper
      (like paper coffee cups)

Garbage pickup schedule:

  • You can see your schedule here. Please have carts at curb no later than 6:00 a.m.
  • Republic Services observes the following holidays. If your normal collection day falls on or after the holiday, it will be delayed by one day.
    Holidays falling on the weekend, will not delay collection.
    • New Year’s Day (Thursday, January 1, 2026)
    • Memorial Day (Monday, May 25, 2026)
    • Independence Day (Saturday, July 4, 2026)
    • Labor Day (Monday, September 7, 2026)
    • Thanksgiving Day (Thursday, November 26, 2026)
    • Christmas Day (Friday, December 25, 2026)

     

Brush and Bulk pickup information:
Beginning January 1, 2026 changes to brush and bulk are listed below. Pick up will be Monday through Friday of the scheduled week. Items must be placed at the FRONT CURB. Items must be out by 7am Monday of your pick up week. Your items will be picked up sometime during that week.

  • All items must be placed out front for pick up by 7:00 am on Mondays.
  • If you have an alley, brush and bulk must be placed in front of your home, not in the back alley.
  • Please do not place items under trees, electric wires, in the street or on top of your water meter
  • All waste, including yard waste and bulky items, should not exceed 6 cubic yards (9ft long, 6ft high, 3ft wide). If your brush and bulk pile exceeds this, the driver will leave the excess and tag it stating you will need to call in and schedule a special pickup. 6 cubic yards is the size of 6 stoves per collection.
  • Brush waste includes tree trimmings, leaves, and grass clippings
  • Bulk waste includes stoves, water tanks, washing machines, and furniture.
  • Fencing must be no larger than 6’ x 3’ x 3’. Fence posts with concrete attached will not be accepted.
  • Railroad ties will not be accepted.
  • Waste trucks will not pick up any hazardous waste material, construction material, tires, rock, excavation dirt, scrap building material, or other garbage resulting from construction or major remodeling.

Electronics recycling:
Please visit the Texas Commission on Environmental Quality website for electronic recycling information. Remember to delete any private information from hard drives before donating, reselling, or recycling computers. 


Many electronic items can be scheduled for pick up through the Household Hazardous Waste Collection program.

 

Inclement weather impacts:
In the event Republic Services delays or cancels a scheduled service pickup due to severe weather, the City will share the updates on Facebook and the online portal.

  • Set up or cancel trash service
  • Request additional cart
  • Confirm trash pick up day

Pay your utility bill online

 

Utility payments can also be made in person, drop box, bank draft, phone, and mail. The utility billing department is located on the first floor of City Hall at 385 S. Goliad Street. A drop box is located at the north end of the City Hall parking lot.

 

There is a $35.00 fee for checks returned by your bank. Checks, which are written to pay a two-month water bill, but are returned, result in automatic termination of your water service and additional service fees must be paid by cash, money order or cashier's check.

 

Water meters are read and billed each month. Customers have 18 days to pay their utility bill and are responsible for the timely payment of the account. All payments are posted the day they are received. Postmarks are not recognized. If the utility bill is not paid by the due date, a penalty of 10% of the current bill is applied to the account and a late notice will be sent. Utility service will be disconnected if payment is not received in the Utility Billing Office in full by the date printed on the late notice.

NEW SERVICE
New water customers are required to pay a deposit of $100.00 for domestic residential water service and $200.00 for commercial and all irrigation meters. In addition to the application, we need a copy of your driver’s license, as well as lease agreement or ownership paperwork. Letters of credit or payment history are not accepted in lieu of a deposit. You can either come in to our office to set up the services or you can click on one of the links below to setup or change service.
